CHILD FATALITY REVIEW COMMITTEE
FISCAL YEAR 2016 ANNUAL REPORT
During fiscal year 2016 (July 1, 2016-June 30, 2017) the Appalachian Judicial Circuit Child Fatality Review Committee received three (3) reports of children who were residents of the Appalachian Judicial Circuit residing in Fannin, Gilmer, or Pickens County.
Fannin County reported one death, which was the result of the toxic effects of a chemical overdose. Gilmer County reported one infant death, which was due to a congenital disorder since birth. Pickens County reported one death, which was the result of an automobile accident. Two of the three deaths were reviewed by the Appalachian Judicial Circuit Child Fatality Review Committee and reported to the national on-line Child Death Review data center. The infant death was not reported, nor reviewed by the Appalachian Judicial Circuit Child Fatality Review Committee, as the death was from an existing terminal medical condition.
The Appalachian Judicial Circuit Child Fatality Review Committee met two times during 2016-2017 to discuss and complete these reviews. Multiple county agencies were involved in the meetings, including the District Attorney's Office, Sheriff's Departments, Coroner's Office, DFCS, Fire/EMS, Fannin County BOE, and Highland Rivers Health.
One outstanding case from fiscal year 2015 was finalized in early fiscal year 2016. This involved a Pickens county infant and the case had been pending due to autopsy results that proved SUID. This case had been reviewed by the Appalachian Judicial Circuit Child Fatality Review Committee in fiscal year 2015 with final results reported to the national on-line Child Death Review data center after the autopsy was received.
The Sheriff's Departments in all three counties maintain school resource officers in the elementary, middle, and high schools. The District Attorney continued to conduct seminars in all three counties concerning the danger of social media and its effect on teenagers.The District Attorney's Office submitted a public service article on infant safe sleep that was published in the legal organ of each county within the Appalachian Judicial Circuit.
The offices of the Department of Family and Children Services in all three counties continue to assist young people and parents with counseling resources, home and food assistance, and parenting classes. The Appalachian Children's Center and the North Georgia Mountain Crisis Center are both located in our circuit. Both of these agencies are available with counseling resources, emergency shelter needs, and are available to assist with home and food assistance.
